Permits, Plan Check, and Inspections in California

A good estimate and a good installation still fail if the paperwork and inspections aren't handled. This lesson covers how permitted electrical work moves through the system in California.

1. The permit

Most electrical installation, alteration, or repair work requires an electrical permit from the local Authority Having Jurisdiction (AHJ) — normally the city or county building department — before work begins. The AHJ reviews the project against the California Electrical Code (CEC), Title 24, Part 3 (the NEC as amended by California) plus any local amendments.

Permits are typically pulled by a licensed contractor or by the property owner acting as an owner-builder.

2. Inspections — the sequence

Rough-in inspection (before cover): happens before walls, ceilings, or floors are closed up. The inspector checks box placement, conductor sizing, grounding and bonding, and clearances while everything is still visible.
